Azrael has eliminated most of Gotham's criminals, Jack Napier is dead, and Bruce Wayne is in jail. However, new villains begin to emerge in the city, and a series of mysterious murders forces Harley Quinn to confront her past once again.

Harley must deal with her complicated relationships with Joker and Batman while helping the Gotham police uncover who is behind the new murders. She is joined by an enthusiastic FBI agent, but the investigation soon reveals much more than either of them expected.
